Professionally active in government digital transformations. PhD Candidate in business platform models and self-directed services. Following the rise of commercial business platform models (BPMo), governments are also starting to deploy them for certain citizen services, such as employment, education, social services, (health) care, etc. Governments mostly operate in a model where citizens must request each service and wait for approval before enjoying benefits like money or assistance. With the platform model emerging and governments looking to adopt it, this established way of working is challenged. Today's digital citizens demand personalized and proactive services with immediate ratification from governments, much like commercial platforms already provide today. In other words, citizens' expectations are changing. My research involves designing a governance framework to become a platform organization. This means implementing new technologies while simultaneously introducing a different way of serving digital citizens, using industry partners to deliver the actual services.

After completing my degree in Business Administration and working for a while in consulting, I became interested in this world and began to prepare myself through various studies, such as a Master's Degree in Applied Statistics and Data Mining and finally I took the competitive exams for Senior State Statisticians, my first and only destination to date being the National Institute of Statistics, where I have performed various tasks related to the management and handling of data. After a while I started a research phase in the field of Data Science, a discipline that was gaining increasing recognition, studying for a PhD in Data Science. During my PhD years, I have been involved in research projects related to the world of official statistics and Data Science, tackling complex challenges in data analysis, machine learning and data visualisation.

Lucia is a Spanish economist and researcher specialising in the societal impact of technology. She is the author of 'Are You Going to Be Replaced by an Algorithm?'.
She began her career in the Spanish parliament and has since held various governmental positions including Director General of the National Observatory for Tech and Society. Currently, supports the United Nations Secretary General's High-Level Advisory Body on AI, focusing on global AI governance.
