David Blanchard is currently Deputy Head of the unit in charge of the Single Digital Gateway in the Directorate-General for Industry, Single Market, Entrepreneurship and SME (DG GROW), European Commission. Prior to this, he worked in several other Commission units. A French national, Mr Blanchard has a background in academia, holding a PhD in EU law.

In this workshop, we will explore the forefront of digital government and interoperability research at our workshop dedicated to early-career researchers. Co-organized by the Belgian Presidency, Digital Flanders, the Joint Research Centre (JRC)’s FreshMind initiative, and the Interoperable Europe Academy, this workshop offers a platform for PhD candidates and early post-docs to showcase their research, receive valuable feedback, and engage in discussions with leading experts and peers.
Participants will explore topics such as cross-border interoperability, digital governance, data-driven policymaking, and emerging technologies in the public sector.

Moderators:
Raised in Venice, Eleonora is passionate about addressing governance challenges related to technology and the digital transformation of government. She holds a Bachelor's degree in Philosophy, Politics and Economics from the University of Warwick, a Master's in International Public Management and Policy from Erasmus University Rotterdam, and a Master's in Public Policy and Digital Technologies from Sciences Po. Her research focuses on digital government and the intersections of digitalization challenges with society and the public sector. Eleonora has worked as a Research Associate at the Hertie School of Governance and as an Advocacy and Policy Officer for an Italian civil society organization advocating for digital rights. In this role, she helped establish an Observatory for the use of AI in the public sector. She is currently a Blue Book Trainee for the Directorate-General for Digital Services at the European Commission, in the Unit focusing on Interoperability and Digital Government.
